Last night on “The Rachel Maddow Show,” former Governor Ed Rendell spoke his mind about the proposed changes to how Pennsylvania’s electoral college votes should be counted. State Senate Majority Leader Dominic Pileggi wants to amend the system so that each district awards a candidate with a vote as opposed to the current system—which dictates that all of the votes go to the candidate that wins the popular vote.
