Get ready for a new, $70 million, 23-story apartment tower in Chinatown. The project—slated for 10th and Vine—will include 144 apartments and a public recreation center to go along with its shops, offices and banquet hall. The recently installed pocket garden would help to make the walk to the new building a bit more scenic.
